Title of bill

An act to amend the social services law, in relation to establishing the post-adoption services program, and making an appropriation therefor

Purpose or general idea of bill

To expand existing post-adoption services available to a child and his/her adoptive family and birth family.

Summary of specific provisions

Section 1 amends article 6 of the Social Services Law, by adding a new Title 10, which establishes an expanded post-adoption services program within the Office of Children and Family Services (OCFS). The bill requires OCFS to provide access to optional services that shall include, but not be limited to: therapeutic counseling for the child or family; local support groups for parents and children, parenting programs; help line services; crisis response teams; residential placement services; and referrals to other community support services, directly or by contract. The post-adoption services program shall be available to any person who is a resident of New York State that has been adopted and is under the age of 18, or is the adoptive parent of a person under the age of 18.

Section 2 appropriates $6 million for the post-adoption services program.

Existing law

Currently, there is no such post-adoption services program offered.

Justification

Adoption is a lifelong process for all parties to the adoption: the birth parents, the adoptive parent(s), and the child. In order to assure successful adoptive placements, prevent costly returns to the foster care system, and provide support for the lifelong well-being of all participants, a variety of services are needed. Appropriate services should be available throughout New York State, at no cost to the children or parents, whenever needed.
