Title of bill

An act to amend the vehicle and traffic law, in relation to requiring all back seat motor vehicle passengers over the age of seven to be restrained by a safety belt

Purpose

To require all back seat motor vehicle passengers over the age of seven to wear a seat belt.

Summary of provisions

Sections one and two of the bill make all passengers, other than those children who are required by law to be restrained by a child protective seat under standards set forth in 49 C.F.R. 571.213, to wear a safety belt.

Section three of the bill is the effective date.

Justification

Safety belts have been proven to save lives and reduce personal injuries associated with automobile accidents. However, under current law, only persons under the age of sixteen are required to wear safety belts while in the back seat of a motor vehicle. This bill would require that all passengers in the back seat of a motor vehicle use safety belts. If enacted, this bill would save lives and reduce personal injuries associated with automobile accidents.

Legislative history

New legislation.

Fiscal implications

None to the state.

Effective date

This act shall take effect on the first of September next succeeding the date on which it shall have become a law.
