Title of bill
An act to amend the education law, in relation to the membership of the board of trustees of the state university of New York
Purpose
This bill adds faculty representation to the State University Board of Trustees.
Summary of provisions
This bill amends Subdivision 1 of Section 353 of the Education Law, adding an 18th member of the State University Board of Trustees. The board currently consists of 16 members, 15 of whom are appointed by the Governor with the advice and consent of the Senate, and the president of the Student Assembly serving ex-officio. A 17th member, added by Chapter 127 of 2006, will be the president of the University Faculty Senate, who will serve as a non-voting ex-officio member effective July 1, 2007. This legislation will give the president of the Faculty Council of Community Colleges a seat on the Board, as a non-voting, ex-officio member.
Justification
The Faculty Council of Community Colleges represents approximately 14,000 faculty, teaching over half the students enrolled in SUNY and instructing the majority of its freshman and sophomore students. In 2006, the Legislature affirmed the need for faculty representation of the Board of Trustees by adding an additional seat on the Board for the President of the University Faculty Senate. However, the community college faculty are not represented by the University Faculty Senate, but rather the Faculty Council of Community Colleges. As more and more students enroll in community colleges, those colleges have unique issues that should be addressed though representation on the Board.
