Title of bill
An act to direct the division of military and naval affairs to provide for the establishment of the Plattsburgh Bay New York state veterans' cemetery and to direct the division of veterans' affairs to operate and maintain such cemetery
Purpose
To provide for the establishment of a New York State veterans' cemetery in northern New York.
Summary of provisions
Section 1 - directs the Division of Veterans' Affairs to establish, operate and maintain a veteran's cemetery in the Plattsburgh area.
Section 2 - contains the effective date.
Justification
There are 28,000 veterans that reside in northern New York, an area that includes Clinton, Essex and Franklin counties. At present, the closest veterans' cemetery is the Gerald B.H. Solomon Saratoga National Cemetery which is more than two hours away from Plattsburgh. With the increasing age of our veterans, a veterans' cemetery is needed for northern New York. Families of veterans deserve a cemetery that is closer, to visit their loved ones.
The Federal government will contribute to all of the costs associated with establishing and creating the cemetery. Under this federal law, the initial equipment to operate the facility will also be provided. The federal government also has a State Cemetery Grants Program that assists states in providing grave sites for veterans where the National Cemetery Administration is unable to do so. These state cemeteries provide a complement to the federal designated sites and in no way are intended to replace them. At present time, there are no state designated cemeteries in New York State.
