Title of bill
An act to authorize the designated beneficiary or beneficiaries of Leonard Feder to receive a death benefit equal to three times his salary without reduction based on mortality
Purpose
Authorizes the beneficiaries of Leonard Feder to receive a death benefit which is not reduced because he was over sixty years of age.
Summary of provisions
Section one allows the beneficiary or beneficiaries of Leonard Feder who was a member of the New York State and Local employees retirement system and employed by the New York State Division of Lottery and who died on October 28, 2006 at eighty-three years of age, shall be entitled to receive a death benefit equal to three times his salary, less death benefits previously paid to his beneficiary or beneficiaries if an application is filed to the State Comptroller on or before December 31, 2009. Section two is the effective date.
Justification
This bill allows the beneficiary or beneficiaries of Leonard Feder to obtain a full death benefit, without reduction, that would be three times his salary before his death in 2006. This oversight, that was not due to Mr. Feder's negligence, would allow the total death benefit to be paid to his beneficiary or beneficiaries to be three times his salary minus the death benefits previously paid.
