Title of bill

An act to amend the education law, in relation to notification of parents and guardians

Purpose

To provide a mechanism for notifying parents and guardians of life threatening events which have taken place at the schools attended by their children.

Summary of provisions

Section 1. Adds a new subdivision 42 to Section 305 of the Education Law which requires that every school notify the parents and guardians of its students whenever life threatening incidents have occurred on campus.

Section 2. Provides for an effective date of one hundred twenty days after the bill becomes law.

Justification

Unfortunately, we have recently seen a steady rise in school violence. A consistent factor cited as part of this problem is a lack of communication between perpetrators and adult role models. There is much that needs to be done to address this problem. This bill makes an advance in that area by providing for notification to parents and guardians when life threatening incidents take place at the schools which their children attend. This bill would not only keep parents aware and informed of matters which relate to their children's safety, it would also provide a mechanism for fostering home discussions about school violence.
