Title of bill

An act to amend the election law, in relation to absentee ballots

Purpose

Would eliminate the "reason for your absence" requirement on absentee ballots. Removes the requirement to explain reason for availability or inability to vote at the polling site on election day when requesting an absentee ballot and application.

Summary of provisions

Section 1 amends subdivision 1 of section 8-400 of the election law

Section 2 amends paragraph c of subdivision 3 of 8-400 of the election law

Section 3 amends subdivision 4 of section 8-400 of the election law

Section 4 effective date.

Justification

Much of the information that is required on the absentee ballot application is private. and serves no administrative purpose. This information could put the voter or his or her property at risk because the application is a public document. Eliminating the reason for absence on the absentee ballot application will make it easier to vote, and reducing the private information required will provide significant protection to voters. These changes would streamline the application process without changing the fundamental criteria for obtaining an absentee ballot.
