Title of bill

An act to amend the education law, in relation to certain licensed dentists

Purpose

To allow dentists licensed in another state to participate in continuing education opportunities by accredited New York medical centers.

Summary of provisions

Section 1 amends subdivision 3 & 7 of section 6610 of the Education Law in relation to locations which dentists licensed in other states may receive dental training to include any program that has been accredited by a national accrediting body approved by the department of health.

Section 2 provides for the effective date.

Existing law

Current law allows dentists licensed in another state or country to engage in clinical practice in New York for less than 90 days when receiving training at an approved dental school but contains no such provisions for dentists seeking new skills at the Montefiore Medical Center! Albert Einstein College of Medicine. This legislation would allow dentists licensed in another state to take advantage of unique training opportunities offered by the Montefiore Medical Center! Albert Einstein College of Medicine. Allowing dentists licensed in other states to take advantage of unique professional development opportunities in New York will benefit New York Dentists as more courses would be offered to accommodate the expanded pool of potential applicants.

The law currently allows physicians licensed in another state to practice medicine for educational purposes at both medical schools and clinics. Enactment of this legislation would correct an oversight in education law by allowing licensed dentists to avail themselves of the same educational opportunities offered to medical doctors.

Justification

The Montefiore Medical Center/Albert Einstein College of Medicine is one of New York's largest providers of dental training to dental residents. The center currently operates two unique programs for experienced dentists to learn new skills and gain valuable hands-on experience under the supervision of a licensed New York Dentist. The seven day sedation program is one of only three programs in the nation offering hands-on training in IV sedation while the two-day dental implant course is the nation's only program to include hands-on training.
