Title of bill
An act to amend the vehicle and traffic law, in relation to providing for a "STOP DWI" memorial signing program
Purpose
The purpose of this bill is to authorize a "STOP DWI" memorial signing program. Signs will be placed in designated areas listing the name of an individual(s) killed in an alcohol-related motor vehicle accident. Signs must be requested by the family of the victim(s) and will include a specific anti-DWI message.
Summary of provisions
Section 1 amends the Vehicle and Traffic Law by adding a new section 1199, the "STOP DWI" memorial signing program.
Section 2 provides for the placement of memorial signage bearing the warning "DON'T DRINK AND DRIVE" along with the name of a victim of a drunk driving accident.
Section 3 governs the placement of such signs.
Section 4 outlines the guidelines for erection of signage and who may request the signs.
Section 5 explains the $100 cost for each sign and who may sponsor such signs.
Justification
This program would memorialize the victim of drunk drivers by installing signs near their crash sites. It is intended that such signs will serve as a deterrent by focusing public attention on the risks and ultimate costs associated with drinking and driving.
While this program has been positively received by numerous organizations, along with agencies responsible for the erection of similar signage, the posting of the signs pursuant to this program is not expressly permitted by the New York State Department of Transportation due to vehicle and traffic law statute.
