Title of bill
An act to amend the education law, in relation to the Stony Brook University Hospital
Purpose
This bill establishes a local Quality Assessment Aid Review Board at Stony Brook University Hospital.
Summary of provisions
Establishes the Stony Brook University Hospital Quality Assessment and Review Board under the control and direction of the SUNY Board of Trustees. This section provides that the Quality Assessment and Review Board have the following responsibilities:
1) To assess and make recommendations as to the quality of patient care.
2) To review and monitor the quality assessment systems developed by the hospital's administration.
3) To review and make recommendations for the credibility process of medical personnel.
4) Responsibility for the implementation of directives delegated by the SUNY Board of Trustees.
5) To report to the SUNY Board of Trustees and the SUNY Chancellor's office issues or concerns they find in reviewing hospital practices and procedures.
The membership of the Quality Assessment and Review Board shall consist of no fewer than nine and no more than twelve external members. Ex-officio members shall include the president of Stony Brook University, the vice-president of medical affairs and the dean of the medical school.
At least two members must be licensed physicians practicing and residing in New York State and one member shall be a licensed professional registered nurse. Each member shall serve a three year term.
Justification
Under existing laws, rules and regulations, the Stony Brook Hospital is part of the Stony Brook University. As such, the Chief Executive Officer of Stony Brook Hospital reports to the Dean of the Medical School, who reports to the President of the university. Ultimately, the SUNY Board of Trustees are responsible for the hospital and its operations.
However, a blue ribbon commission established by the president of the university to review hospital policy, recognized the importance of establishing local oversight that is more focused on hospital administration and more knowledgeable about hospital and health care issues.
The local Quality and Assessment Review Board will bring a more direct focus to the oversight responsibilities of the SUNY Board of Trustees. They will have the ability to review procedures and policies and make recommendations for improvement. More importantly they will have the ability to voice concerns directly with the President, the Chancellor and the SUNY Board of Trustees.
