Title of bill
An act to amend the public health law, in relation to locator technology recommendations; and to amend the tax law, in relation to providing a personal income tax credit for the purchase of locator technology
Purpose or general idea of the bill
To provide a tax credit for the purchase of a GPS locator for those afflicted with Alzheimer's and dementia or other similar debilitations.
Summary of provisions
Section 1 amends the Alzheimer's Coordinating Council law (PHL, 2004-a) by requiring the council to examine locator technologies and make recommendations to the director of the office for aging, who forwards them to the Commissioner of Taxation, updating it by November 1 of each year.
Section 2 amends section 606 of the tax law, by adding a new subdivision qq, to provide a credit for purchase of locator technology of the cost of the local technology of $75, whichever is less, if the technology has been recommended by a physician. The credit is available for a purchaser only once every three years.
Justification
According to the New York State Task Force on Alzheimer's Disease and other Dementias, 300,000 older New York State residents have dementia and this number is projected to continue growing rapidly. Coined "The Disease of the Century", the challenges that New York is and will continue to face in serving this population and caregivers will continue to grow. Fortunately, there is growing research arid best practices that have helped better identify persons with Alzheimer's disease, better care for persons with Alzheimer's disease, provide better support services for caregivers and provide packages of services that delay nursing home placements. It is important, as the population ages, to provide appropriate information and assistance, training and outreach and education to providers of services and to the general public in order to ensure that identification and intervention happens earlier and families are linked with the appropriate supports to help provide a good quality of life for the individual with the disease.
This measure will help families in dealing with Alzheimer's patients, by providing a credit for the purchase of technology. The locator technology has been used in some communities, and has been supplied by a not for profit group called Project Lifesaver.
