Title of bill
An act authorizing the temporary president of the senate and the speaker of the assembly to commission an independent management study of the organization of the board of regents and the state education department
Summary of provisions
This bill would authorize the Temporary President of the Senate and the Speaker of the Assembly to commission an independent management study of the organization of the Board of Regents and the State Education Department. The study would include recommendations on reorganization and streamlining the department and on the scope of responsibilities of the Board of Regents. The study would be presented to the legislative leaders no later than July 1, 2010.
Justification
Continuing calls for reforms in the uppermost levels of governance of education and the professions in New York State appear to originate in frustration with the educational bureaucracy. To avoid basing reorganization decisions on anecdotal evidence, this bill proposes that the leaders of the Senate and Assembly commission an independent management study of the organization of the Board of Reports and its administrative arm, the State Education Department, and make recommendations on how the Board and the Department might be recognized and streamlined.
