Title of bill

An act to amend the election law, in relation to providing means whereby a voter may express no confidence in certain candidates for public office

Summary

This bill amends the election law to provide for a space on the ballot that allows a voter to vote for "No confidence", in the election for the offices of President, Vice-president. united States Senators. members of Congress, and members of the State Legislature.

Justification

Many people do not exercise their right to vote because they do not like any of the candidates who are running. This legislation provides this group of voters an opportunity to voice their opinions without having to vote for a candidate for whom they do not want. It also sends a powerful message to the candidates running for these offices. Even though only votes for named candidates will count in determining nomination or election, votes for "No Confidence" will provide a gauge of voter dissatisfaction.

Fiscal implication

None.

Effective date

This act shall take effect on the first of January next succeeding the date on which it shall have become a law.
