Title of bill

An act to amend the tax law, in relation to the location of lottery vending machines

Purpose

To restrict the location of lottery vending machines to places frequented primarily by adults.

Summary of provisions

This legislation would restrict the location of lottery vending machines to places frequented primarily by adults.

Justification

Lottery ticket vending machines are easily accessible to young people; although lottery tickets may legally be sold only to those eighteen years or older, it has been documented in the press that these machines are being used by teenagers and even younger children. This legislation would restrict the location of lottery vending machines to places frequented primarily by adults and therefore seeks to ensure that no one under the legal age has access to the sale of lottery tickets. The effect would be to preserve the integrity of the current law, and also to protect teenagers and young children from being introduced to gambling at too early an age.
