Title of bill
An act to authorize the city of Watertown, county of Jefferson, to lease certain parklands
Purpose or general idea of the bill
Authorizes the City of Watertown to lease to the Watertown Family YMCA, Inc. municipally owned parkland for the purposes of an indoor family sports facility.
Summary of specific provisions
Amends Chapter 308 of the Laws of 1998, authorizing the City of Watertown, County of Jefferson, acting by and through its city council to lease to the Watertown Family YMCA, Inc. for a term not to exceed twenty-five years certain parklands.
Justification
In 1998, the City of Watertown leased 5 acres of the 62 acre Alex T. Duffy Fairgrounds for the purpose of building an indoor sports facility. Since the original legislation in 1998 approving the lease agreement, operators of the facility have changed. There is now a new operator who intends to make significant capital improvements and continue to provide the City and its residents with first class recreational activities.
As originally intended, net proceeds from the lease of the lands shall be used by the city of Watertown exclusively for the purchase of additional parkland and or capital improvement to existing parts and recreational facilities in the City.
All land as described in Chapter 308, Laws of 1998 and facilities upon that land, shall be available to the general public on an equitable basis.
