Recent boating tragedies on Skaneateles Lake, Oneida Lake, and the July 2006 BWI death of Syracuse-resident Tiffany Heitkamp should demonstrate to everyone that more stringent boating laws are needed in New York State. This legislation attempts to move New York State's statutes in the right direction by making boating safety a priority for New York State's government.
This bill requires that anyone convicted of an alcohol-related boating offense obtain a boating safety certificate before operating a vessel. Every summer, millions of New Yorkers enjoy New York's wonderful lakes, rivers and canals. They deserve to know that New York State government is doing all it can to ensure that their aquatic recreational experience is enjoyable and -- more importantly -- safe.
