Title of bill
An act to amend the tax law, in relation to providing an additional personal income tax exemption to an individual taxpayer who cares for a parent or immediate family member, seventy years of age or older, residing in the household of the taxpayer
Purpose
To encourage through a tax exemption, family members of the elderly to care for their aging relatives at home to avoid costly institutionalization.
Summary of specific provisions
Section 1 -- Adds a subsection (c) to section 616 of the tax law. Provides a tax exemption to taxpayers who care for elderly relative at home.
Section 2 -- Effective date.
Justification
Quite often the elderly are unable to live independently because of poor health or an inability to manage all aspects of their lives on their own. Family members cannot always afford to care for them in their homes. Families are presented with the dilemma of prohibitively expensive professional care or trying to cope with providing that care themselves while working full time and managing their own lives.
This bill attempts to ease that burden on family members of the elderly by creating a a tax exemption for those taxpayers who care for an elderly relative in their own home.
