Title of bill

An act to amend the public authorities law, in relation to directing the metropolitan transportation authority to conduct a study on the feasibility of developing a Long Island high speed rail initiative

Purpose

To authorize and direct the metropolitan transportation authority to prepare a study on the feasibility of developing a Long Island high speed rail initiative.

Summary of provisions

The public authorities law is amended by adding a new section 1263-a.

§1263-a. The metropolitan transportation authority is directed to prepare a study on the feasibility of developing of a Long Island high speed rail initiative. Such study shall include:

1. The feasibility of the establishment of a new subsidiary public corporation of the authority "LITrack", to own, operate, administer, develop, construct and maintain a high speed rail transportation system on or before July 1, 2014.

2. A detailed assessment of the materials, acquisitions and construction, and the emergency, technical, engineering and legal issues, necessary to construct and operate the Long Island high speed rail initiative on or before July 1, 2014.

3. A detailed assessment of the capital, operating, and customer costs that would be necessary to construct and operate the Long Island high speed rail initiative on or before July 1, 2014.

4. An environmental impact statement.

Justification

This legislation would direct the metropolitan transportation authority to prepare a study of the feasibility of developing a Long Island high speed rail initiative. The ever-increasing development and the expanding population throughout Long Island, has led to an unprecedented amount of traffic. A high speed rail system would help to alleviate some of the congestion and delays that many Long Islanders face during their daily commutes.
