Title of bill
An act to amend the public authorities law and the executive law, in relation to the powers of the Triborough bridge and tunnel authority
Purpose
Requires Triborough Bridge and Tunnel Authority to transmit all law enforcement activity in accordance with the Rules and Regulations adopted by Commissioner of D.C.J.S.
Summary of provisions
Amends Section 553 of the public authorities law by adding a new subdivision 22; Amends Subdivision 1 of Section 837-b of the executive law, as amended by chapter 459 of the laws of 1975.
Justification
Currently, all law enforcement agencies within the State of New York a.re required to submit to D.C.J.S. the statistical data of arrests made and summons issued. However, the law enforcement arm of the Triborough Bridge and Tunnel Authority, is not included in the statistical data being collected. This bill seeks to include this very important information.
In 2003, Bridge and Tunnel Officers made 627 arrests for offenses. These include illegal weapons possession, illegal drugs, suspended licenses and 441 arrests for driving while intoxicated. Additionally, 43,400 summonses were issued for speeding, dangerous driving and other offenses. Bridge and Tunnel Officers are in charge of protecting the public while on the 10 facilities that connect the boroughs of New York City and perform an important service to the law-abiding citizens who travel the facilities.
The statistical data should be required to be included in the reports released by D.C.J.S. annually in order to present a more accurate picture of law enforcement.
