Title of bill
An act to amend the real property law, in relation to licensing of residential realty managers
Summary
The legislation would provide for the licensing of individuals and companies engaged in the business of residential realty management.
Justification
Residential real estate is one of New York's most valuable resources, amounting to millions of dollars of tax contributions. Residential realty management deserves the high level of professional recognition it commands. Therefore, licensing is essential and would be comprised of both classroom instruction and on-the-job training. The intent is to bring supervisory managers to a certain level of competence and experience. Education would touch upon all aspects of housing: the physical plant (including electrical and thermal installations) administration and the importance of labor union relations.
The licensing requirements imposed by this legislation would assure credibility and a level of responsibility and competency to both business and the licensees.
Fiscal implication
To be determined.
Effective date
This act shall take effect on the first day of January next succeeding the date on which it shall have become a law.
