Title of bill
An act to amend the environmental conservation law, in relation to the placement of additional information on traps
Purpose or general idea of bill
To provide the New York State Department of Environmental Conservation with the needed flexibility to allow for the placement of other information on set traps.
Summary of specific provisions
Amends section 11-1105 of the environmental conservation law to allow for the placement of duly assigned identification numbers on traps provided that state, county and municipal law enforcement agencies have access to the name, address and phone number of the trap operators who have been assigned the identification numbers.
Justification
More and more, especially as time and technology progresses, we must ensure that the Department of Environmental Conservation has the needed and necessary ability and flexibility to work with the hunting community and the general public. Certainly, in recognition of this, the Department's implementation of the DECALS licensing system is an outstanding example of their capabilities in improving technology and their use of it.
With that said, this legislation simply seeks to assist the Department with furthering those efforts by being able to be proactive in addressing the needs of our sports men and women while still providing the utmost protection to the public. An idea that has been put forth is to allow the Department to provide for the placement of assigned identification numbers on set traps that would allow in cases of enforcement, emergency and public protection the immediate access of the name and address of the individual setting the trap by all state, county and municipal law enforcement agencies.
