Title of bill
An act to amend the executive law, in relation to requiring a detailed written explanation for the release of an inmate from prison
Purpose
To provide accountability to the public for the parole of a prisoner.
Summary of provisions
Amends section 259-i of the executive law.
Justification
This law will provide the public with a view into the reasoning of the parole board members as to why they have chosen to release a prisoner for parole.
In August of 2003 Kathy Boudin was released on parole after serving little more than the minimum sentence for her role in the Brinks robbery in Rockland County which resulted in the death of two police officers and a security guard. The Parole Board members who reviewed Ms. Boudin's request have provided no explanation for their actions. There needs to be an increased level of accountability by members of the parole board to the public that they serve.
