Title of bill
An act to amend the education law, in relation to exempting certain students enrolled in athletic programs from certain practice requirements
Purpose
This legislation would exempt certain students who engage in military training and who are enrolled in athletic programs from certain practice requirements.
Summary of provisions
Section one amends the Education Law by adding a new section 3208-b to exempt any student who is a member of the National Guard, ROTC or any other military training from ten days of practice and still be eligible to participate in athletic programs and sporting events.
Section two makes the bill effective immediately.
Justification
Current New York State Public High School Athletic Association (NYSPHAA) regulations state that high school athletes must sit out the first three games of the athletic season if they do not participate in a minimum number of summer practices. This regulation was put into place to ensure that all athletes are properly conditioned for the sports season, but participation in military training is extremely vigorous and compensates for missed team practices.
This regulation unfairly punishes student athletes when their military requirements keep them from participating in summer practices. Armed service volunteers and student athletes should not be penalized for their brave service and commitment to our country.
