Title of bill

An act to amend the education law, in relation to school district adjusted gross income for purposes of determining the alternative pupil wealth ratio and combined wealth ratio

Purpose

To prevent the calculation of the adjusted gross income of a school district from being skewed by a proportionately small but very wealthy population in the school district.

Summary of provisions

The calculation of the adjusted gross income of a school district shall not include the adjusted gross income of the one-half of one percent of the taxpayers on such school district who have the greatest adjusted gross income.

Justification

The alternate pupil wealth ratio is an attempt to ascertain a fair way of apportioning school aid based upon the wealth of the residents of a community. In some cases a school district will have one or two taxpayers whose incomes are so great as to distort a true depiction of that districts' wealth and thus cause that district to lose the aid it should be entitled to.

Legislative history

New bill.

Fiscal implications

None to State.

Effective date

This act shall take effect immediately and shall apply to the 2009-2010 school year and all subsequent school years thereafter.
