Title of bill

An act to amend the energy law, in relation to reporting to the legislature on green building construction

Purpose

This bill will require all state agencies to submit an annual report to the Governor and Legislature regarding each agencies energy consumption, waste and water reduction, indoor air quality with comparisons to benchmarks and any changes to operation and maintenance arrangements or procedures, or may energy consuming equipment.

Summary of specific provisions

This bill adds a new section 13-109 to the state energy law, the State Building Green Construction Act.

Justification

Conventional building and remodeling practices use a lot of natural resources and create a lot of waste. Sound green building practices allow for state agencies to take the steps needed to create buildings that are safe and healthy for people and that protect our environment. While specific methods and products may vary from project to project, the basic principles of green building apply to all types of new construction and renovation.

There are three inherent goals of green building standards:

- Conserve natural resources - Increase energy efficiency - Improve indoor air quality

In essence, building green means improving our design and construction practices so the buildings we renovate and build today will last longer. cost less to operate, and won't harm the health of workers or residents.

The State Green Building Construction Act serves the purpose of minimizing the consumption of energy and providing for the efficient utilization of resources expended in the use and occupancy of state buildings, new construction or substantial reconstruction of agency buildings. This law will provide more detailed transparency of this process and allow for better oversight of future projects.
