Title of bill

An act to amend the county law, in relation to communication service surcharges applied to Onondaga county and providing for the repeal of such provisions upon expiration thereof

Purpose

To permit Onondaga County to impose a sixty-five cent surcharge on certain telephone lines to pay for costs associated with emergency telephone system upgrades.

Summary of provisions

Section 1 adds a new section 334 to the county law that would permit Onondaga County to impose a surcharge up to 65 cents on landlines to pay for costs associated with emergency telephone system upgrades.

Section 2 establishes an effective date and a sunset date.

Justification

This bill is being introduced at the request of Onondaga County. Onondaga county is attempting to install a fully interoperable emergency communication system serving all police, fire, and EMT agencies in the county.

The cost of this very important project is expected to reach $33 million. In an effort to help fund this project, Onondaga County is requesting the ability to increase the telephone surcharge imposed on landlines. If enacted into law, this act would ensure that Onondaga County has the ability to impose a surcharge of up to $1 on each line. The bill has been amended to address concerns expressed by the Governor in his veto message of A9424-A.

Legislative history

Similar to A.9242-A of 2007-2008.

Fiscal implications

To be determined.

Effective date

Immediately, and will expire in 10 years.
