An act to amend the education law, in relation to creating a regents large animal veterinarian loan forgiveness program
Purpose

Summary of provisions
Section 1 adds definition and requirements for applicants who are to qualify for the Regents Large Animal Veterinary Loan Forgiveness Program.
Section 2 amends the education law by adding a new section 672-c regarding regents large animal veterinarian loan forgiveness program: Defines how many awards shall be awarded each year, and how they shall be allocated. Calculation of awards amount: Defines each award shall consist of two consecutive annual loan forgiveness payments. Award Disbursement: Shall be the responsibility of the president and shall occur prior to the beginning of each of the required terms of service as specified in the term contract. Disbursement of the second annual award shall be dependent upon successful completion of the first year.
Section 3 establishes the effective date for the legislation.
Justification
Recently, there was a closing of a well regarded farm in upstate New York due to unavailability of veterinary care. Large animal veterinarians are often referred to as "food supply veterinarians" because they guard our food supply and are the first medical professionals to diagnose and contain diseases in animals that may spread to humans. With a large growing animal veterinary practitioner shortage, both New York's food safety and its agricultural base are directly threatened. It is believed that the minor out year expense that would come from this loan forgiveness plan expansion will both provide a solid statement of commitment to ensure stability and growth in rural upstate New York and help secure the safety of New York's food supply.
