Title of bill

An act to amend the tax law, in relation to establishing a credit for the cost of motor fuel used by volunteer emergency responders in the course of responding to emergencies; and providing for the repeal of such provisions upon expiration thereof

Purpose

The purpose of the bill is to provide relief to volunteer emergency responders who respond to emergencies in their personal vehicle utilizing their own fuel. This act shall be known as the Volunteer Fuel Reimbursement Act and will provide an income tax credit based on the amount of calls that a volunteer emergency responder goes on via personal means

Summary of provisions

Section 1 relates to the title of the bill which shall be known as the "volunteer fuel reimbursement act".

Section 2 adds a new subsection (qq) as it relates to the volunteer emergency responder motor fuel credit. The credit shall be calculated at the rate of five dollars for each call the emergency responder responds to, provided that the credit does not exceed five hundred dollars. Subsection (qq) also stipulates that the volunteer emergency responder must provide written documentation by their supervisor certifying the calls they responded to.

Section 3 states that the act shall take effect on the first of January next succeeding the date in which this act became law; the act shall expire and be deemed repealed December 31, 2011.

Justification

Volunteer emergency responders often respond to emergencies using their personal cars to either travel directly to the emergency or to the emergency service organization. The rising fuel costs have had an adverse effect on the volunteer emergency responders who must dig deeper into their pockets for motor fuel costs. Our volunteers are already sacrificing their time and energy for the benefit of the community. Now, as the cost of fuel exceeds $4 a gallon, their service is becoming cost prohibitive. This bill would alleviate some if not all of the fuel cost burden on volunteer emergency workers.
