Title of bill

An act to amend the alcoholic beverage control law, in relation to permitting a liquor retailer for off-site consumption to register three liquor stores under one license, and permitting such liquor retailers to sell certain food items

Purpose

To amend the alcoholic beverage control law to allow liquor stores to sell peanuts, cheese, crackers, olives and other snacks, condiments and food items associated with the consumption of wine and other alcoholic beverages and to allow liquor store owners to register three retail outlets under one license.

Summary of provisions

Section 1 of the bill authorizes a liquor retailer to sell peanuts, cheese, crackers, olives and other snacks, condiments and food items associated with the consumption of wine and other alcoholic beverages.

Section 2 of the bill would allow liquor store owners to register three retail outlets under one license.

Section 3 of the bill sets forth the effective date as immediately.

Existing law

Current alcoholic beverage control law authorizes licensed liquor stores to sell certain defined items and for each liquor store owner to have one registered liquor store per license.

Justification

The financial crisis has people going back to basics for weekend entertainment, renting a movie and buying a bottle of wine. This legislation would allow liquor retailers to offer their customers a one-stop-shop opportunity - the ability to purchase under one roof a bottle of wine, wedge of cheese, jar of olives, box of crackers and a can of peanuts. This bill would also create a new sales revenue stream for liquor retailers and generate new sales tax revenue for state and local governments. In addition, the proposed bill would allow wine and liquor merchants the opportunity to expand to other locations and allow these small businesses and entrepreneurs, who are the backbone of the state's economic engine, to provide jobs to local residents, and fuel local economies.
