Title of bill
An act to amend the economic development law, in relation to authorizing regional offices not only to provide information on regional economic development, but also provide assistance with regulatory compliance
Purpose or general idea of bill
This legislation will ensure small and medium sized businesses are able to find information on economic programs available to them, as well as assist them in complying with any necessary regulations, from the State regional economic development office.
Summary of specific provisions
This legislation amends section 231, the specific changes are:
*State regional economic development offices are authorized to assist "small and medium sized," businesses;
*"Authorities or other economic entities," are authorized to provide outreach to businesses for financial and technical assistance;
* Authorizes the regional economic development offices to provide or arrange for "assistance in compliance with federal, state and local rules, regulations, permits and licenses.
Summary of specific provisions
The cost of doing business in Upstate New York has been detrimental to job growth. Compounding this is the regulatory and permit process that burdens business owners. This is most cumbersome for small and mid-sized businesses. allow the establishment of regional "one-stop" economic development centers for small businesses. This will allow proprietors to learn about state programs that may benefit their businesses, and also make it easier for them to comply with federal, state and local regulations pertaining to their operations. Other states have embraced this "triage" approach in assisting businesses. In an effort to encourage small business growth, New York would be well-served in enhancing its business assistance capabilities.
