Title of bill

An act to amend the social services law, in relation to enacting the CyberStart program

Purpose

This bill will provide a one-time grant to all registered day care facilities to equip their facility with an Internet ready computer.

Summary of provisions

The Commissioner of the Office of Children and Family Services and the Commissioner of the Department of Education will oversee the project jointly. Eligible participants in the grant program are day care centers that are registered pursuant to section 390-a of the social services law. Each registered day care center will be eligible for a one-time grant. The Commissioner of the Office of Children and Family Services must send to each of its registered day care centers a request for application to the CyberStart program. The legislation allows for one grant to be issued 1) regarding the content for the Internet based educational site and 2) to supply the computers needed for the program. Each computer must be equipped with Internet filtering software and a color printer along with installation, training, help-desk support, and an Internet service provider.

Justification

Every child in New York State should have access to interactive tools and technology, regardless of their economic situation, no matter what race or ethnicity, whether they live in the inner city or a rural community. This program will provide child day care providers with the tools children need to develop their thinking abilities, while gaining a head start to succeed in the digital economy of the 21st century. CyberStart will make available computers and free web-based learning and thinking tools to every preschool child in New York. By introducing computers as a resource and tool to children at such a young age, it will help New York become a stronger force in the ever-expanding digital economy that will define the 21st century economy.
