Title of bill
An act to amend the public authorities law, in relation to prohibiting officers and employees of the state to use the state thruway system without paying tolls during non-working hours
Purpose or general idea of bill
This bill would prohibit the practice of allowing employees and other officers from using the New York State Thruway without paying tolls when they are off duty. It specifically disallows all state agencies, authorities and other state entities from using the system free of charge.
Summary of specific provisions
Section 1 amends the public authorities law by adding a new section which disallows the Thruway from offering state entities a off-work hours free ezpass for employees of any state agency, authority or entity a pass to access the New York State.
Section 2 gives the effective date.
Justification
While during working hours, it is understandable that New York State Thruway employees may pass through the. tolls without charge due to the traveling that their job may demand. It is not acceptable, however, for these employees to be doing so during non-working hours at the expense of the New York State. This legislation would prohibit this odious practice which accounted for 14 million dollars in expenses in just the last year alone.
