Title of bill
An act to provide for an increased death benefit for the survivors of a deceased police officer
Purpose
This legislation would provide an increased death benefit for the survivors of Theodore Raffel, who was a Southampton Village police officer for 19 years, 364 days, and 15 1/2 hours at the time of his death.
Summary of provisions
Special Act.
Justification
Officer Raffel died just 8 1/2 hours short of his 20th year of service which would have resulted in the vesting of a pension from the New York State and local police and fire retirement system. Approximately $170,000 was contributed on his behalf into this retirement system. As a result of his untimely death, Officer Raffel did not vest his pension and his death benefit was less than half the amount contributed on his behalf. This legislation would attempt to provide equity for the Raffel family by paying to his beneficiary that full amount of contributions on his behalf plus compound interest.
