Justification
This bill would authorize the Department of Agriculture and Markets to include non-herbicide measure for maintaining utility right of ways as part of the State's integrated pest management program.
The use of herbicides to clear and maintain utility right of ways is a practice which is dangerous to workers, the public and damaging to the property of the person who owns the land. The use of herbicides can injure and kill adjacent non-target vegetation and when misapplied can sicken or kill livestock and wildlife.
The alternative practice to the use of herbicides would increase employment opportunities for young people and provide entry level employment into the job market.
The exemptions would allow reasonable and necessary use of herbicides where agricultural production occurs.
