Title of bill
An act to amend the public authorities law and the New York state medical care facilities finance agency act, in relation to making provisions for the financing of not-for-profit day care facilities
Summary of provisions
The purpose of this bill is to allow the Dormitory Authority and the Medical Care Facilities Finance Agency to provide loans to not-for-profits within their domain for the purposes of implementing day care facilities. SECTION ONE Subdivision 2 of section 1676 of the public authorities law is amended by adding a new paragraph (h). SECTION TWO Section 1 of chapter 392 of the laws of 1973 is amended by adding a new section (5-g).
Justification
This legislation would allow the Dormitory Authority and the Medical Care Facilities Finance Agency to provide loans for non-profits within their domain for the purposes of developing day care facilities. One major provision of this legislation is that hospitals would have the opportunity to develop child care facilities for its employees. In light of the current nursing shortage, this legislation could serve two purposes: 1) To provide quality day care services for our youth and, 2) To indirectly mollify the nursing shortage crisis. Both of these outcomes are clearly desirable and should be actively pursued by State policy-makers.
