Title of bill
An act to amend the vehicle and traffic law, in relation to increasing the annual fee for filing a registration plate number by lessors of vehicles in a city having a population of one million or more
Summary of provisions
This bill amends paragraph f of subdivision 2 of section 239 of the Vehicle and Traffic Law to increase the annual fee for filing a registration plate number by lessors from twelve dollars to sixty dollars per fiscal year in cities having a population of one million or more.
Justification
Generally, owners of vehicles are held liable for all parking violations. However, under the Vehicle and Traffic Law, owners of rental cars are exempt from liability if they file with the locality under the provisions of subdivision 2 of section 239 of the Vehicle and Traffic Law. Under these provisions, rental companies must provide the locality with the names and addresses of motorists who have failed to pay the parking tickets incurred during their rental agreement. Notices of unpaid violations are then mailed directly to the renter. This bill increases the registration fee in cities of a population of one million or more from twelve dollars to sixty dollars. This is necessary because the filing fee has not been increased since the law was initially adopted twenty-seven years ago. The increased fee will help to defray the cost of this program to the City of New York.
