Title of bill
An act authorizing the Chemung county/city of Elmira regional civil service commission to retroactively appoint and set seniority dates of certain employees of the board of cooperative educational services, sole supervisory district for Schuyler, Steuben, Chemung, Tioga and Allegany counties
Purpose
This bill authorizes the Chemung County/City of Elmira Regional Civil Service Commission to adjust the appointment and seniority dates of certain employees of the Board of Cooperative Educational Services, Sole Supervisory District for Schuyler, Steuben, Chemung, Tioga and Allegany Counties, who through no fault of their own, were not properly appointed to their current positions on their actual, respective employment dates with the former Board of Cooperative Services, Sole Supervisory District for Steuben and Allegany Counties
Summary of provisions
Sections 1-9. Authorizes the Chemung County/City of Elmira Regional Civil Service Commission to set the appointment and seniority dates of certain employees of the Board of Cooperative Educational Services, Sole Supervisory District for Schuyler, Steuben, Chemung, Tioga and Allegany Counties.
Section 10. Provides the effective date.
Justification
The Schuyler-Chemung-Tioga BOCES and the Steuben-Allegany BOCES were officially reorganized (merged) by order of the Commissioner of Education on July 1, 2006. Kevin Mark, Beverly Jones, Linda McLaughlin, Margaret Wilson, Theresa Wolf, Diana Ayers, Anne Slocum, Carrie VanSlyke, and Patricia Sperle, through no fault of their own, were not properly appointed to their current positions on their actual, respective employment dates with the former Board of Cooperative Services, Sole Supervisory District for Steuben and Allegany Counties. This bill would provide the affected employees with seniority and other rights calculated from their actual date of employment.
