Title of bill
An act to amend the civil service law, in relation to directing the granting of excused leave to public officers and employees of this state to undertake screening for colon cancer
Purpose or general idea of bill
The purpose of this legislation is to encourage people to be screened regularly for colon cancer by providing time off from work, thereby increasing the number of cancers caught at an early stage and improving public health.
Summary of specific provisions
State, county, local municipal, and school employees employees, at the discretion of the employees' appointing authority, may take up to eight hours off annually for the purpose of being screened for colon cancer.
Justification
Colorectal cancer is the second leading cause of cancer deaths in the United States. Survival rates for those diagnosed with colon cancer vary greatly depending on how early the cancer is detected, The patient has a 90 percent chance of survival if their cancer is detected in its earliest stages, and only a 10 percent chance of survival if their cancer is not diagnosed until the later stages, The American Cancer Society estimates that up to 50% of all colon cancer deaths could be avoided if all people over 50 had regular screenings. By allowing state government employees to take time off of work to be screened for colon cancer, the number of cancers caught at an early stage will increase and survival rates will improve.
