Title of bill
An act to amend the public health law, in relation to the transitional care unit demonstration program; and to amend part B of chapter 58 of the laws of 2005 amending the Health Care Reform Act of 1996 and other laws relating to extending certain provisions relating thereto, in relation to extending the transitional care unit demonstration program
Purpose of bill
To authorize the commissioner of health to approve the establishment and operation of additional transitional care units demonstrations in general hospitals.
Summary of provisions
Section 1 amends subdivision 1 of section 2802-a to the public health law to authorize an additional five transitional care unit demonstration projects under the TCU demonstration program. Section 2 extends the demonstration program an additional five years. Section 3 provides for an immediate effective date.
Justification
Transitional care units are designed to facilitate a smoother, more timely and appropriate transition from acute care to discharge for those patients 65 years or older. Discharge coming before a patient is truly ready to be discharged may result in more frequent acute episodes at higher cost. Last year the Legislature authorized up to five demonstration programs. The interest in this program far exceeds the limited number of demonstration sites authorized, expanding the number of authorized sites would allow a broader assessment of the impact of TCU's.
