Title of bill
An act authorizing the state university of New York institute of technology to lease certain lands
Purpose
Authorizes the State University of New York Institute of Technology to lease certain lands.
Summary of provisions
Authorizes the State University trustees to lease without any public bidding a portion of the lands of the State University of New York Institute of Technology to Upstate Cerebral Palsy Inc. Provisions are included concerning the terms and conditions of such lease and a description of the parcel of real property is provided. Amendments include changes to §8, contracts entered into pursuant to this act will be between Upstate Cerebral Palsy, Inc. and parties contracting with Upstate Cerebral Palsy, Inc. and §9, the property description.
Justification
This legislation grants authority to the trustees of the State University of New York (SUNY) to make available grounds and facilities of the campus of the State University of New York Institute of technology (SUNYIT) in the town of Marcy, county of Oneida to the Upstate Cerebral Palsy, Inc. (UCP) to ensure the availability of residential facilities for their clients. Such leasing of property furthers the academic mission and goals of SUNY by promoting the effective use of such grounds and facilities. UCP provides fun time residential care and supervised work experiences for adult clients in group homes. Locating group residences on a secure and neighborhood friendly college campus is an attractive option for UCP to meet increasing demand for its services. SUNYIT is developing a Human Services degree program which may require internships and/or clinical practice wherein students can develop their practical skills in the field. It makes sense that UCP and SUNYIT develop a partnership to ensure that students receive educational and clinical experiences in internships located conveniently for its students and UCP is able to meet increasing demand for additional residential environments as well as being able to provide a deeper level of client involvement.
