Title of bill

An act to amend the public authorities law, in relation to renaming the battery park city authority to be the Hugh L. Carey battery park city authority

Purpose of the bill

This bill would rename the Battery Park City Authority ("Authority") to be the Hugh L. Carey Battery Park City Authority.

Summary of provisions

Section 1 of the bill would create the Legislative intent to rename the Battery Park City Authority the Hugh L. Carey Battery Park City Authority.

Sections 2 through 5 of the bill amend Public Authorities Law §§ 1970 and 1973 to change the name of the Battery Park City Authority to the Hugh L. Carey Battery Park City Authority.

Existing law

The statutory name of the Authority is the Battery Park City Authority, however, the Authority does business under the name the Hugh L. Carey Battery Park City Authority. Consequently, this is a technical correction to the Authority's enabling legislation.

Prior legislative history

None.

Statement in support

The leadership and foresight of Hugh L. Carey, Governor of the State of New York from 1974 to 1982, were critical to the success of Battery Park City. Governor Carey led the reconfiguring of Battery Park City's master plan, restructured the development of Battery Park City, and used a short-term infusion of State funds to preserve the Authority's credit rating in the capital markets. As a consequence of these steps, Battery Park City has become internationally recognized for excellence in planning and design, as well as financially profitable.

Budget implications

None. There is no cost to implementing this proposal because the Authority already does business under the name the Hugh L. Carey Battery Park City Authority

Effective date

The act would take effect immediately.
