Title of bill

An act to amend the state finance law, in relation to the donation of state vehicles to boards of cooperative educational services

Purpose

Authorizes the commissioner of general services to donate state vehicles to boards of cooperative educational services

Summary of provisions

The state finance law is amended to authorize the donation of surplus state vehicles to a BOCES at the discretion of the commissioner and upon written request by the board. Such vehicles would be used exclusively by BOCES for training and educational purposes and the number of vehicles donated is limited to 10% of the total number of OGS vehicles.

Justification

Currently, when the state determines that one of their vehicles is no longer needed, it may advertise and sell such vehicle at auction. Making surplus vehicles available to BOCES to be available for students in auto shop classes would be of great assistance to school districts, especially those in economically distressed communities that might not be able to afford vehicles for instruction purposes.

Legislative history

S.7421/2008 passed Senate.

Fiscal implications

Savings to the budgets of boards of cooperative educational services on the purchase of vehicles. Revenue loss to state as a result of 10% of their fleet being made available to BOCES.

Effective date

Immediate.
