Title of bill

An act to amend the civil service law, in relation to making the Iranian Hostage Crisis "time of war" for civil service credit

Purpose or general idea of bill

Provides that the periods of the Iranian Hostage Crisis from November 21, 1979 to October 20, 1981 be "time of war" periods for civil service credit.

Summary of specific provisions

Section 1 amends paragraph ( c) of subdivision 1 of §85 of the Civil Service Law by adding two new subparagraphs 9 and 10 to read as follows:

(9) Hostilities participated in by military forces of the United States, known as the Iranian Hostage Crisis, in the Indian Ocean / Iran / Yemen, from the eighth day of December, nineteen hundred seventy-eight to the sixth day of June, nineteen hundred seventy-nine, as established by receipt of the armed forces expeditionary medal, the navy expeditionary medal, or the marine corps expeditionary medal.

(10) Hostilities participated in by military forces of the United States in the Indian Ocean / Iran, from the twenty-first day of November, nineteen hundred seventy-nine to the twentieth day of October, nineteen hundred eighty-one, as established by receipt of the armed forces expeditionary medal, the navy expeditionary medal, or the Marine Corps expeditionary medal.

Section 2 allows the act to take effect immediately.

Justification

U.S. Military veterans from New York State who defended Our country during hostilities should have the ability to earn civil service promotional points. Veterans who served in hostile actions during the Lebanon, Granada, and Panama crises may be eligible for certain state benefits, but those who served during the Iranian Hostage Crisis have been overlooked and are not able to receive these same benefits. This legislation will allow our brave solders to earn civil service credit if they served during the Iranian Hostage Crisis from November 21, 1979 to October 20, 1981.
