Title of bill

An act to amend the executive law, in relation to the creation of a crime victims advisory council

Purpose

The purpose of this bill is to codify the Crime Victim's Advisory Council in order to enable it to better represent the needs and concerns of crime victims.

Summary of provisions

The bill would require that the Crime Victim's Advisory Council consists of twenty-five members, four of whom shall be crime victims, two from advocacy groups, one from statewide law enforcement, one licensed health care provider and one mental health care provider. The Advisory Council would be directed to assist the Crime Victim's Board in the development of policies, plans and programs. The Advisory Council would be required to meet at least four times a year in places of public accommodation and vote upon all matters brought before it.

Justification

The Crime Victim's Advisory Council serves a vital role in advising and assisting the Crime Victim's Board. It works to develop new policies and programs, improve the Board's performance and coordinate the provision of services to victims. This bill would expand the role of the Advisory Council by specifically delineating their functions and role vis-a-vis the Board and the crime victims community. This would help to bring additional expertise to the Board and"would provide better linkage between the Board and crime victims.
