Title of bill

An act to amend the education law, in relation to the purchase and delivery of material goods, supplies and services by or to the chancellor of the city school district of the city of New York

Summary of provisions

Section 1 of the bill requires the chancellor's procurement policy for all purchases, franchises or concessions be entered into in accordance with the procedure set up in chapters 13 and 14 of the City Charter, the procurement policy board or the franchise concession and review committee of the City of New York. Furthermore, all such contracts awarded without competitive bidding or any contract valued over $1 million must receive a favorable vote of the board of education (Panel on Educational Policy). The bill exempts emergency contracts and small contracts (under $25,000 for goods, $50,000 for services and $100,000 for construction).

Justification

The bill will require a public vote of the Board on most contracts, franchises or concessions entered into by the Department of Education in a similar manner to other City departments.
