Title of bill

An act to require the metropolitan transportation authority, the New York city office of emergency management, and the port authority of New York and New Jersey to report to the governor and the legislature on weather-related evacuation capabilities

Purpose or general idea of bill

This legislation would require the MTA, the New York City OEM, and PANYNJ to report on weather-related evacuation capabilities.

Summary of specific provisions

The bill requires the MTA, the New York City OEM, and PANYNJ to report to the governor and the legislature, within ninety days after this act shall have become law, on weather-related evacuation capabilities. In addition, the bill requires the MTA to certify the nature and number of its facilities and equipment.

Justification

Emergency and evacuation planning for New York City are the responsibilities of the City's OEM under the supervision of the Mayor, and depend heavily on mass transit, the MTA, and PANYNJ. The legislation, requiring the MTA, OEM and PANYNJ to report on weather-related evacuation capabilities, would improve the evacuation planning of the respective state and local authorities and agencies. In weather-related evacuations, the MTA's role is to provide transportation assets to OEM and the State Emergency Management Office, thus, by certifying the nature and number of its facilities and equipment, the MT A would be more prepared and effective in an evacuation planning.
