Title of bill

An act in relation to creating the Bloomfield public library district in the county of Ontario

Purpose or general idea of bill

The purpose of this legislation is to create The Bloomfield Public Library District.

Summary of specific provisions

Section 1: Creation of Library District; Section 2: Election; Section 3: Organization and Structure; Section 4: Finances; Section 5: Charter, Commencement of Operations, and Transfer of Property and Employees; Section 6: Ad Valorem Levy; Section 7: Education Law; Section 8: Effective date.

Justification

This legislation would allow for the creation of the Bloomfield Library District in Ontario County. The Bloomfield Public Library is currently structured as a municipal library under the Town of East Bloomfield, supported by taxpayer funds through the Town's tax levy. The Library serves populations in two other towns which, with East Bloomfield comprise the East Bloomfield Central School District. The new library district would allow the library to better serve the current patrons of the district. The creation of the library district would be subject to a public vote.

Prior legislative history

This is new legislation.

Fiscal implications

This legislation will have no fiscal implication for the state or local governments.

Effective date

This act shall take effect immediately.
