Title of bill
An act to amend the election law, in relation to the deadline for publication of enrollment lists
Purpose
This bill creates a uniform deadline of March thirty-first for the publication of voter registration and enrollment lists, and eliminates the exception requiring publication by the last day of February in years having a primary before the first day of July.
Summary of provisions
Section 1: Amends Election Law section 5-604 subdivision 1 to eliminate the requirement that voter registration and enrollment lists be published by the last day of February in years having a primary before the first day of July.
Section 2: Provides that the Act takes effect immediately.
Existing law
Under the existing law, the end of March is the deadline for publishing voter registration and enrollment lists, except in presidential primary years, when the primary is held prior to July 1st and the deadline is the last day of February.
Justification
The existing end of February deadline for publishing voter registration and enrollment lists was established when presidential primaries were held prior to July 1st. With the election law having been amended to provide for the presidential primary to be held in February, the existing provision for publication of registration and enrollment lists has ceased to serve any purpose. Establishing March 31st as the deadline for publishing such lists will standardize the procedure and provide more accurate information for the circulation of presidential delegate petitions.
