Title of bill
An act to amend the vehicle and traffic law, in relation to requirements for the sale and registration of motorcycles
Purpose or general idea of bill
To prevent unlicensed and untrained persons from operating motorcycles immediately upon purchase of such vehicle.
Summary of specific provisions
The vehicle and traffic law chapter 695 of the laws of 1983 is amended by adding a new subdivision 4 of section 420-a to read as follows: Before issuing a temporary registration, a qualified dealer must have in his possession all application forms properly completed, a copy of the purchaser's valid Class M driver's license. Subdivision 1 of section 410 of the vehicle and traffic laws amended by chapter 459 of the laws of 1970, is amended to read as follows: Registration by owners, no motorcycle shall be operated or driven upon the public highways of this state without first being registered in accordance with the provisions of this article, except as otherwise expressly provided in this chapter. Every first time purchaser of a motorcycle shall be required to provide proof of completion of an approved motorcycle rider training course, established pursuant to section four hundred ten-a of this article, at the time of registration.
Justification
Many motorcycle and motor vehicle accidents resulting in physical injury and property damage are the result of unlicensed, unqualified motorcycle operators. This legislation would put restriction in place to ensure the safe operation of motorcycles.
