Title of bill
An act to amend the public officers law, in relation to the location of open meetings
Purpose or general idea of bill
To ensure that public bodies make a reasonable effort to hold public meetings in a room which can accommodate members of the public who wish to attend.
Summary of specific provisions
Section 103 of the public officers law is amended by adding a new subdivision (d).
Justification
The purpose of the NYS open meetings law is to guarantee that public business be performed in an open and public manner. Open meetings allow NYS citizens to observe their elected officials and the decisions that go into the making of public policy. Public attendance is essential to the democratic process.
Current law does not stipulate that these meetings must be held in an adequately sizeable room. It is still possible for members of the public to be shut out while the letter of the law is being observed. This bill explicitly requires that the room be of ample size to accommodate those who wish to attend an "open" meeting.
